Statement On Nat'l Emergency Management Month

From County Spokesman Eddie VanStine:

Steuben County joins communities across the nation in recognizing National Emergency Management Awareness Month this August, honoring the professionals who serve as the first line of coordination when disaster strikes.

Emergency managers are problem-solvers, available 24 hours a day, 7 days a week, 365 days a year. When incidents require collaboration across multiple services, agencies, and disciplines—even beyond traditional public safety—emergency managers step in to lead. They help communities and organizations understand risk, build resilience, navigate crises, and take the right actions when disaster strikes.

What makes these professionals unique is that they are not only highly trained crisis managers—they are also everyday neighbors. Across the country and right here in Steuben County, our emergency services personnel serve our community. They are the chief risk advisors for the County and organizations they live in and serve, helping them prevent, mitigate, prepare for, and recover from disasters.

Steuben County is proud of the tremendous work and dedication of its Emergency Services Office. The County’s leadership in preparedness and resilience continues to be a model for the region and the state.

In preparation of National Preparedness Month in September, we urge residents stay prepared and informed. Steuben County encourages everyone to download the Ready Steuben app, available at no cost in both the Google Play Store and Apple App Store. The app provides:

  • 24/7 emergency notifications and weather alerts tailored to our region.
  • Guidance on how to build emergency kits and family readiness plans.
  • Resources to stay informed during severe weather, flooding, power outages, and other emergencies.

“Preparedness starts with awareness,” said Steuben County officials. “National Emergency Management Awareness Month is the perfect time to take steps to ensure you and your loved ones are ready for any crisis.”

For more information, contact the Steuben County Office of Emergency Services or visit the County website.

Congressman Nick Langworthy Announces More Than $9.5 Million in FEMA Disaster Recovery Funding for Steuben

Statement From Congressman Langworthy:  Congressman Nick Langworthy today announced that the Federal Emergency Management Agency (FEMA) has awarded more than $9.5 million in federal disaster recovery funding for critical infrastructure and community repairs in Steuben County. The funding will support the Jasper-Troupsburg Central School District, the Steuben County Department of Public Works, and the Town of Cameron, all of which sustained significant damage from recent severe storms.  “I am proud to announce that more than $9.5 million in FEMA funding is coming to Steuben County to help our communities recover and rebuild,” said Congressman Nick Langworthy. “When I traveled through Steuben County after Tropical Storm Debby, I saw firsthand the devastation that storm left behind, and I will continue to fight for the resources and support my constituents deserve. These federal investments will ease the burden on local taxpayers while ensuring that our schools, roads, and infrastructure remain strong and resilient. “Jasper-Troupsburg Central School District will receive the support it needs to clean up the damage from those terrible flash floods without placing a heavy financial strain on local families. Steuben County will receive more than $3.6 million to restore County Route 129 back to full service. And the Town of Cameron will finally have the resources to restore and reopen McMaster Road, which has been closed since the damage from Tropical Storm Fred in 2021.  “I will always fight to make sure our communities get the support they need and deserve, and I am proud to see that hard work paying off today.”

Steuben County Department of Public Works – $3,617,003.17

Severe flooding from Tropical Storm Fred in August 2021 caused major damage to County Route 129 in Woodhull, including roadway washouts, guardrail failures, and a collapsed retaining wall. FEMA funding will allow the county to fully restore the road and supporting infrastructure to pre-disaster condition, ensuring the safety of residents and emergency services. This is a 90% federal cost share, and will serve as a major lift for local taxpayers

Jasper-Troupsburg Central School District – $2,946,315.09

The Jasper-Troupsburg Middle/High School was inundated with floodwaters during Tropical Storm Debby in August 2024. FEMA funding will reimburse the district for emergency protective measures, including pumping, debris removal, mold remediation, sanitizing, installation of dehumidification systems, and other health and safety protections. This is a 75% federal cost share, greatly easing the cost of prevention and cleanup.

Town of Cameron – $2,973,346.56

Under Tropical Storm Fred, McMaster Road in Cameron suffered extensive damage across seven separate segments, including slope failures, culvert damage, and washed-out shoulders. FEMA funding will go toward restoration of the roadway and fund hazard mitigation measures, such as larger culverts and check dams, to strengthen the road against future flooding and erosion. This is a 90% federal cost share, and a huge tax relief for the Town of Cameron.

In total, Steuben County is receiving $9,536,664.82 in federal funding through FEMA’s Public Assistance Program. These awards are authorized under the Robert T. Stafford Disaster Relief and Emergency Assistance Act.

A.G. Tish James: Shooting In Cameron Was Justified

New York Attorney General Letitia James’ Office of Special Investigation (OSI) has released its report on the death of Allan Hoad, who died on October 21, 2024 following an encounter with members of the Steuben County Sheriff’s Office (SCSO) and the City of Corning Police Department (CCPD) in Cameron, Steuben County. After a thorough investigation, which included review of footage from body-worn cameras and a drone, interviews with witnesses and officers, review of written statements from involved officers, and comprehensive legal analysis, OSI concluded that a prosecutor would not be able to disprove beyond a reasonable doubt at trial that the officers’ actions were justified under New York law.

During the early morning hours of October 21, SCSO deputies responded to a 911 call requesting a welfare check for Mr. Hoad at a residence on Angel Road in Cameron. When officers arrived, they attempted to speak with Mr. Hoad, who twice fired a shotgun at officers. A 13-hour standoff ensued, during which Mr. Hoad repeatedly threated to kill police officers and others in calls with 911 operators and SCSO crisis negotiators.

At 2 p.m. on October 21, Mr. Hoad left the residence carrying a long gun and drove his truck through a field to a house on Swale Road. Officers again attempted to get Mr. Hoad to surrender, using their cars to block the roadway. Mr. Hoad then drove his truck in reverse toward the officers with what appeared to be a handgun in his hand and crashed into a patrol car. Officers discharged their service weapons as Mr. Hoad drove at them and got out of his truck, striking Mr. Hoad. Mr. Hoad was transferred to a local hospital where he was later pronounced dead. Officers recovered a shotgun and three imitation pistols in Mr. Hoad’s truck at the scene.

Under New York’s justification law, a police officer may use deadly physical force when the officer reasonably believes it to be necessary to defend against the use of deadly physical force by another. In this case, officers responded to a welfare call and were fired upon, then repeatedly attempted to engage Mr. Hoad as he threatened to kill them and others before he eventually drove his vehicle toward officers while pointing a gun at them. Under these circumstances, given the law and the evidence, a prosecutor would not be able to disprove beyond a reasonable doubt at trial that the officers’ use of deadly physical force against Mr. Hoad was justified, and therefore OSI determined that criminal charges would not be pursued in this matter.

A Hornell Man Is Sentenced To 33 Years In State Prison

 26-year-old Robert Taft of Hornell was sentenced in a baby shaking case from October 2022.  The young girl suffered a brain injury which still causes her to suffer.

From Steuben County D.A. Brooks Baker;

On May 29, 2025 a Steuben County Jury returned a verdict, finding 26-year-old Robert Taft of Hornell guilty of  two counts of Assault in the First Degree, each a class B violent felony; two counts of Reckless Assault of a Child in the First Degree, each a class D violent felony; and two counts of Reckless Endangerment in the First Degree, each a class D felony.  Defendant was convicted of all charges presented to the Jury.

The Verdict came after a two-week trial held in Steuben County Court before Supreme Court Justice Jason L. Cook.  At trial the People proved that the Defendant had violently shaken his three-month old daughter twice in October of 2022 – causing a near-fatal brain injury from which she continues to suffer.

Robert Taft appeared before Justice Cook for sentencing.  During the emotional proceeding, the Victim’s mother spoke about the breach of trust and live long impact Defendant’s actions would have on her Daughter.  Justice Cook reviewed the presentence investigation and facts of the case, which he made clear “shocked the conscience of the Court” – before imposing sentence.  An emotionless Taft said only “I’m sorry” before being sentenced to 15 years on one Assault in the First Degree Charge, and 18yrs on the other to be served consecutively – meaning he will serve a total of 33 years in state prison before being released to another 10 years of post-release supervision.  Concurrent lesser state prison sentences were imposed on the remaining charges.

Hornell Police Investigator Thomas Aini coordinated the investigation with assistance from Steuben County Child Protective Services and the New York State Police.  The case was prosecuted by District Attorney Brooks Baker and Sr. Assistant District Attorney Joseph Pelych who were both present for the sentencing. On sentencing, Baker said: “While no sentence can ever undue the life-time of suffering Taft inflicted on his Victim; what Justice Cook did today insures that the Victim and her family can move on with their lives without having to carry the specter of Robert Taft – we came as close to justice as you ever can in a case like this.”

The Defendant was represented  at trial by Sr. Assistant Steuben County Public Defenders Sujata Ramaiah and Terrance Baxter.  He was remanded to the custody of the Steuben County Jail pending transfer to a New York State Prison.

A Corning Dem's Rant About The One Big Beautiful Bill

On Wednesday morning at Steuben County Legislative Health And Human Services committee meeting, Corning Democrat, County Lawmaker Joe Tobia, went into a six minute rant about the One Big Beautiful Bill.  Summed up, Tobia said it would cut $1 trillion dollars over ten years in Medicaid, "the biggest cuts in mental health ever in the history of our country", Tobia stated.  "The cuts in SNAP, it's just a horrible bill."  Tobia has written a letter about the cuts, and is asking other members of the Steuben County Legislature to sign it.  "When I wrote the letter, I talked with Hilda (Hilda Lando, Corning Democrat) and I basically said, 'I don't care if I'm the only one who signs this.  It's just that important to me to get it out to the county, so people can see what's coming down the pike.  We've got 32,000 people on Medicaid in Steuben County.  32,000 - that's a third of our county.  What Medicaid reports is that ten percent abuse that privilege, so that means a little over 28,000 people in Steuben County who get Medicaid for the right reasons, could lose their medicaid," Tobia stated. He also stated that the One Big Beautiful Bill "only helps the rich."

Hornell Republican Paul Van Caeseele also spoke out during the meeting yesterday.  "We defintitely need to be aware of what's coming up with this bill, but I also want to know - is it responsible to say that the sky is falling - before we know how this is going to affect the county," Van Caeseele said.  "As far as I know, from what I've heard, I don't think they're cutting anything from Medicaid.  In fact I think they're increasing the Medicaid benefits.  It's the SNAP Education  that's-" and then County Lawmaker Joe Tobia jumped in and said, "Not even close."

Steuben County Manager Jack Wheeler said that what he does know for certain is that the Big Beautiful Bill will result in Steuben County getting less money coming in from the federal SNAP program.  County Legislative Chair Kelly Fitzpatrick says that those are not cuts to SNAP benefits, but to SNAP educator administrator jobs with Cornell Cooperative Extension.  Officials say the Cornell Cooperative Extension SNAP educator program is scheduled to end September 30th of this year, unless the state steps in and saves it.

It should also be noted that Fitzpatrick spoke about being concerned about a relative who is on Medicaid.  "I'm more worried about someone like her.  So I do think that there are concerns.  My only fear with Joe's letter is that it's going to completely fall upon deaf ears," said Fitzpatrick.

Gillibrand: On Fighting Lyme Disease In New York State

U.S. Senator Kirsten Gillibrand held a virtual press conference to call for the passage of the Kay Hagan Tick Reauthorization Act, which would support research, prevention, diagnosis, and treatment for tick-borne illnesses like Lyme disease. Gillibrand is also fighting to secure over $200 million for research and programs that address Lyme disease, protecting families, communities, and service members across New York.

“Tick-borne illnesses are a growing threat in New York and across the country, and we must do more to ensure that all Americans are protected,” said Senator Gillibrand. The Kay Hagan Tick Reauthorization Act would help develop better treatments and preventative measures for the thousands of New Yorkers who suffer from tick-borne illnesses and for those who live in high-risk areas. Funding research and programs that address these diseases will also increase our ability to combat them. New Yorkers deserve the freedom to spend time outdoors without worrying about tick-borne illnesses, and I’m committed to getting this crucial legislation across the finish line.”

Tick-borne illnesses pose a growing threat to public health, and New York reports the highest incidence of Lyme disease in the country. Reported cases of Lyme disease in New York have skyrocketed in recent years, from about 2,200 in 2020 to over 22,000 in 2023. Areas like Suffolk County, Orange County, and Westchester County have some of the highest numbers of cases throughout the state, but cases are also rising in urban areas like New York City.

Specifically, the Kay Hagan Tick Reauthorization Act would:

  1. Require HHS to continue implementing and updating its National Public Health Strategy to Prevent and Control Vector-Borne Diseases in People;
  2. Reauthorize Regional Centers for Excellence in Vector-Borne Diseases for five years; and
  3. Reauthorize Centers for Disease Control and Prevention (CDC) grants to state health departments to improve data collection and analysis, support early detection and diagnosis, improve treatment, and raise awareness.

In addition to the Kay Hagan Tick Reauthorization Act, Gillibrand has requested over $200 million in appropriations to support research and programs that address Lyme disease and other tick-borne illnesses. These funding requests include:

  1. $30 million for the Department of Health and Human Services to implement the Kay Hagan Tick Reauthorization Act;
  2. $35 million for the CDC to further its work on Lyme disease and other tick-borne illnesses;
  3. $9 million to support the Department of Defense’s Tick-Borne Disease Research Program; and
  4. $130 million for Lyme disease and tick-borne disease research at the National Institutes of Health.

Sheriff Jim Allard's Monthly Newsletter, July 2025

It’s a beautiful day in Steuben County.  The heat wave has finally broken for a few days and sunny and 70s is a welcomed weather event.  Today, August 1st, was my father’s birthday, so to any Coopers BOCES students or instructors from 1967 to 1987, Mr. Allard would have turned 93 today!  It is easy for nostalgia to creep into my thoughts during summer as I smell fresh cut hay in the sun, see farmers working until nightfall and hear children outside playing after sunset.  I feel incredibly grateful to be able to live and work in Steuben County and fully enjoy all that it has to offer, from farm fresh vegetables to swimming in the lake to hiking our parks and forests.  The incredible sunsets over the past week have been nothing short of breathtaking.  Although summer is already about half over, with back-to-school sales beginning, vacation season remains in full swing, and the Steuben County Fair will start in two weeks.

In July, we swore in two new Correction Officers and one new Deputy, Officers G. Audinwood and I. Blencowe, along with Deputy Noah Warriner, have now joined our family.  Deputy Warriner is the son of Deputy and Mrs. Alan Warriner, who are extremely proud of their son’s accomplishments!  The Inmate Garden gained new additions also in July; plum trees, blackberry and raspberry bushes.  Captain Mills, Lieutenants Wetherby and Thompson, Sergeants Ames and Towner, attended the DCJS Principled Policing training.  On Tuesday July 22nd, Captain Mills cooked a hot dog lunch for Jail staff.  Sergeant Sorge and Deputy Butler taught another NYS Boater’s Safety Course, continuing our monthly presentation of this course.  Deputies Bush and Bendzlowicz provided weekly water safety trainings to the campers at the Sheriff’s Camp on Keuka Lake as part of our navigational patrol.  Deputy Butler taught Standardized Field Sobriety Testing to the SUNY Alfred Police Cadets and Sergeant Sciotti administered Defensive Tactics testing.  Sheriff Allard attended the New York State Sheriff’s Association Summer Conference, with classes in AI, automatic drone response capabilities, liaison with the Royal Canadian Mounted Police for border issues as well as a presentation from the US Customs and Border Patrol Swanson Sector.  Sheriff Allard also attended training on a new DCJS resiliency program, attended the Senator Gillibrand NYS First Responder Summit and presented at the First Responder Wellness Symposium in Cortland, as well as appearing on the monthly “Frankly Speaking” interview.

            July was another busy and challenging month in the Sheriff’s Office.  Our investigators and deputies were tasked with a burglary investigation, a robbery investigation, ten assault investigations, a trespass investigation, two reckless endangerment investigations, two obstructing governmental administration investigations, two endangering a child investigations, one endangering an elderly person investigation, three sexual assault investigations, two stalking investigations, ten larceny investigations, six grand larceny investigations, one unlawful imprisonment investigation, one possession of a weapon investigation, two welfare fraud investigations, seven death investigations, two falsifying business records investigations, two filing a false instrument investigations, one criminal contempt investigation, two fire investigations, one unlawfully dealing with a child investigation, one bad check investigation, eight harassment investigations, seven criminal mischief investigations, four drug investigations,  one obstruction of breathing investigation, one fraud investigation and one filing a false report investigation.  Our Patrol Division was tasked with multiple domestic incident investigations along with mental health detainments, emergency medical aid, assisting other agencies, serving of warrants, and two intoxicated or impaired driving arrests.

All of our deputies and officers performed in an outstanding fashion, and we received multiple commendations from the public regarding their outstanding performance.   We continue to pray for our first responder colleagues and deployed military across the globe, as well as their families.  We also pray for the victims of mass casualty events and state sponsored aggression.

Thank you for supporting the Steuben County Sheriff’s Office in these challenging times and stay safe!

Steuben County Sheriff Jim Allard
