Bath Police Chief Colin Taft Has Resigned

From The Bath Police Dept/Colin Taft: 

I am retiring after 4 years as your Chief of Police and 22.5 years in police work. My retirement will take effect tomorrow and I wish whoever replaces me the best of luck in the future. It’s safe to say, I know why police have a 20 year retirement. Some accomplishments we have achieved in the last 4 years are as follows:

A new state of the art police department that was long overdue, an Employee assistance program that we never had and a peer specialist within the agency to lean on during rough times, a K9 dog purchased solely through a fundraiser, a fully committed and very motivated police department was formed during the hardest years of policing in NY’s history- post bail reform. I promoted 4 sergeants and an investigator and ensured they were fully trained and mentored to be highly efficient officers, we rolled out body cameras for the first time and established our first comprehensive in-service training program covering high liability areas such as up to date defensive tactics, serving people with mental health problems, principled policing, high liability policy annual review, etc. We gave all officers training on Narcan and put it in every vehicle for our safety as well.

We upgraded all firearms, put less lethal shotguns in the cars and for the first time all vehicles have tire deflation devices. I upgraded the security to our Municipal building with cameras to cover all angles inside and out and had panic buttons installed in all offices. The downtown camera security package was very limited and we finished this upgrade to include all desired areas in the park, bus stop, and all high crime areas. I ensured our vehicle maintenance program was put back on track and vehicles were made reliable again in a cost effective way. Our training records for the first time were complete and organized to include training records of who attended in service training and course curriculum. All officers were sent to 4 days of training for ALERRT 1 and 2 for active shooter events and casualty triage and gun shot wound mitigation.

We pushed out the first full Bath PD policy and procedure manual about 2 years ago and at last count we were around 600 pages to guide us in our success.

Our personnel complaints were streamlined to an official form made under penalty of perjury and fully investigated and appropriate discipline was taken in all cases. Accountability of the officers was brought into full compliance and expectations defined and standards upheld. Mentoring, the non-stop development of junior leaders into full fledged decision makers was a constant and never ending endeavor that provided me the most reward.

We added 2 new full-time police officer positions during my tenure. These positions replace the inconsistency of part-time officers and provide overlap during the busiest 10 hours of our work days. This provides us with more proactive versus reactive policing capabilities and allows for adequate supervision and staffing to ensure the public is adequately served and the new discovery timelines can be met. We created our first supervisor of the road patrol position. First Sergeant Recktenwald reviews all work the sergeant’s produce and ensures accountability.

I could go on about what the Bath PD did together but in short I feel I left it the best police department it’s ever been. I encourage my replacement to build on the skyscraper we have built for them. Many challenges lie in wait for Bath to include the future 49 units near the Village epicenter. It will take a lot of planning and dedication for Bath to succeed in the future.

Changing the norm will always create the haters but it was worth the struggle. The courage to be disliked if need be is a seldom trait anymore. Being Chief was never a popularity contest for me it was a business that involved protecting the public responsibly and efficiently while balancing the needs and protections of my officers and one I took very seriously to heart.

The team I have assembled will continue to serve you all in the utmost professional and accomplished manner. It’s been an honor serving the Bath community.

 

Five Rescued During A Fire In Corning Yesterday Morning

From The Corning City Fire Dept:  On Monday, December 30, 2024, at 11:46 the City of Corning Fire Department was dispatched to 192 Chestnut Street for a structure fire with entrapment. Firefighters arrived on location two minutes from the time of dispatch and found a two (2) story two-unit apartment building with fire on the first and second floors. Four children and 1 adult were rescued from the second-floor apartment and transported to the hospital by American Medical Response (AMR). Two firefighters sustained minor injuries while extinguishing the fire. The affected residents are being assisted by the American Red Cross. The cause of the fire is currently under investigation.
Agencies that assisted at the scene: City of Corning Police Department, City of Corning Department of Public Works, City of Corning Codes office, Corning Joint Fire District, Painted Post Fire Department, American Medical Response (AMR), and the Steuben County Fire Coordinators Office.

 

Local Fire Dept To Hold Ice Water Rescue Training

Steuben County Emergency Services says, Ice/Cold Water Rescue training starts on January 14 and goes through Jnauary 19.  It willbe at 4:00pm each of those days, at the Hammondsport Fire Department.

A Person Falls Through Ice In Yates County

The Yates County Sheriff's Dept reports that on Saturday, they recieved a report about someone falling through the ice in the Town of Milo.  That happened on Saturday.  Numerous fire department and ambulance crews worked to rescue the victim, who was pulled out of the ice and CPR was performed.  Sadly, as of this morning and this posting, officials from the Yates CO Sheriff's Dept, are now reporting that the victim, an eight year old boy, died at the hospital.  The little boy's name is not being released at this time. 

 

Tomorrow Is January 31, 2024 - New Years Eve

With Tuesday night being New Years Eve, officials from numerous law enforcement agencies are reminding people to avoid driving under the influence.   "Have a plan," Steuben County Sheriff Dave Allard said last week on WVIN's Community Focus.  "Have somebody else that's going to pick you up.  Or a ride share.  Or a taxi.  Or a friend that hasn't been drinking.   Just make sure you plan ahead.  What I hate is when we have these tragedies during the holidays, that people are going to remember for the rest of their lives.  When you lose a family member during the holiday season, that becomes the holiday season for you for the rest of your life.  So we want to avoid that," said Allard. 

 

Friday Night Accident In Chemung Co, Near Steuben

From The Chemung Co Sheriff's Dept:  On December 27 at about 7:07 p.m., Sheriff's Deputies were dispatched to I-86 in the Town of Big Flats, eastbound lane near the Steuben County line to investigate a single-vehicle motor vehicle crash with unknown injuries.  Upon arrival, deputies began to conduct their investigation and determined the accident to be one vehicle with one occupant who had sustained a head injury. The driver was later transported to Corning Hospital for treatment and released. Due to poor lighting and location of the accident, more deputies responded to add additional visibility to insure a safe scene. Sheriff's Deputy, Kaitlyn Fletcher, was parked at the rear of the accident scene and stopped partially on the shoulder of the roadway and the driving lane and had her directional signal activated to instruct all approaching traffic to move over to the passing lane. As Deputy Fletcher was preparing to exit her patrol vehicle, a semi-tractor trailer truck, hauling milk, approached the accident scene but failed to move over. Because of this, the tractor trailer struck the driver side rear of the patrol vehicle sending the patrol vehicle off the south shoulder of the roadway and down the embankment causing extensive damage to both the patrol vehicle and the front of the tractor trailer.

Deputy Fletcher was transported to Corning Hospital and treated for minor injuries and later released. The driver of the tractor trailer was uninjured. The NYSP was requested to conduct the investigation and did issue traffic tickets to the tractor trailer driver for Failure to Yield for an Emergency Vehicle and other violations.

The Sheriff's Office was assisted at the scene by the New York State Police, Erway ambulance, Big Flats FD, Tompkins Corners FD, Golden Glow Vol. FD, Corning FD, Elmira FD as well as NYS DEC. We would like to remind all drivers of the Move Over Law and the importance of adhering to them.

The training will take place on February 1, 2025, at 9:00 AM at the Steuben County Annex located at 20 E. Morris St., Bath, NY 14810 in the 2nd Floor Conference Room (elevator is available).

This class is open to all individuals considering a run for office and will cover essential topics such as:

  • Who can sign and witness a petition
  • The number of signatures required

  • Who participates in the caucus and the caucus process

Steuben County Overdose Info For November 2024

The Steuben County Public Health Department and partners are sharing updated overdose data for November 2024: 17 overdoses were reported, 0 fatalities were reported, and 4 instances of Narcan administration were cited.

 

In November, three of Steuben’s overdose records cited opioids as a suspected drug causing the overdose. Nine overdose records did not note a specific substance or were not able to be accessed for a full review, and the remaining 5 records indicated another substance was suspected to be the cause of an overdose. Other reported substances included methamphetamine, alcohol, cocaine, and others.

 

“Suspected overdoses and fatalities through November 2024 are lower compared to 2023” said Public Health Director, Darlene Smith. “This aligns with both state and national trends, which we are pleased to see. Steuben County Public Health and its partners continue to promote and enact new initiatives to further reduce substance use in the area.”

Numerous Car Break-In's, In The Rochester Area

Up in Rochester, Monroe County Sheriff’s Department officials say, a silver 2019 Kia Sorento was stolen from a church parking lot, and that 13 other vehicles were broken into and items were stolen from inside them.  Then at another church, multiple vehicles were broken into, during a midnight service, and items were stolen from within. 

 

Will There Be Some Good State Laws Passed This Year?

Steuben County Sheriff Jim Allard is hoping that with the new year we’ll be seeing better laws out of the state capital.  "As we move into 2025, I hope to see a lot more common sense come out of Albany, as far as public safety, so that we can help people feel safer in their homes," Allard said on the Christmas Eve edition of Community Focus. "People have felt less safe at home, since bail reform." 

 

Schumer Gets The Heart Act Passed And Signed 

Democrat US Senator Chuck Schumer says, President Joe Biden signed the Heart Act, which will get defibrillators into all schools, in case a student or staff member, has a heart issue on school grounds.  Schumer promoted this legislation with Buffalo Bills player Damar Hamlin, who had a heart attack on the field, almost a year ago.

Sorry To Report, There Have Been More Fires
We have reports of numerous fire departments going out to Mill Street in the Town of Erwin in the 11am hour this morning.   In addition, there was reportedly a chimney fire in Greenwood.  Also, the Red Cross is assisting the Bald Hill Road family in the Town of Cameron, after the house fire that happened Sunday evening. 

 

Today Is The Last Day Of County Court For The Year 2024

Steuben County District Attorney Brooks Baker says, today is the last day for county court, for the year. And the district attorney says things will get started up again in the county court in early January.

 

Sheriff Allard: Buckle Up This Holiday Season 

Steuben County Sheriff Jim Allard says, with all the distractions of the holidays, don’t forget to buckle up when you’re out on the wintery roads.  "With all the fun, excitement, and activity around the holidays, people can sometimes overlook basic safety, like buckling up," Allard stated.  "Protect yourself and your loved ones - remember to always wear your seatbelt!"

 

State Grant Comes In For Hornell's Skating Park

In Hornell, Mayor John Buckley says, they’ve been awarded over $531,000 from the New York State Parks, Recreation and Historic Preservation Office to build an addition to the Hornell skate park.  The mayor is hoping that this will be a big attraction in the region.

Chimney Fire On Sunday Night In Cameron 

From Steuben County Public Safety Director Tim Marshall:

Cameron Fire Department was dispatched to a reported Chimney Fire on Bald Hill Road Sunday Afternoon at around 5:30.  Upon arrival, Cameron Assistant Fire Chief found the fire extending into the structure.  Mutual Aid was provided by Addison, Bath, Campbell, Canisteo, Gang Mills, Thurston and Woodhull fire departments.  Cold temperatures made the fire difficult to fight.  The family is being assisted by the Red Cross.

 

Corning Community College Prez - Taking A Job At Rockland Community College 

The State University of New York Board of Trustees has appointed Dr. William Mullaney as the new President of Rockland Community College. Dr. Mullaney will be the ninth president at Rockland Community and will start on June 1, 2025, after he completes the academic year at SUNY Corning Community.  Mullaney says that while he will miss Corning Community he is excited to take on the job of being the president of Rockland Community College. 

 

HIghway Superintendents Come Together For Toy Donation

Last week ended with lots of toys being donated to officials, to be given out to foster kids.  The toys came from the Steuben County Highway Superintendents and the toys were donated to the county’s department of social services.  Officials say, highway superintendents from all 32 towns and villages in Steuben County took part in this toy donation program.

 

A Calmer Weekend, After Thursday/Friday Accidents

There were no lack of accidents on Thursday and Friday in Steuben County.  Sheriff Allard tells WVIN News that numerous vehicles slid off the road on Thursday, and that some vehicles went off the road into trees, on Friday.  There were less reports like that over the weekend, though there were some calls/complaints about chimney fires in the area.

Senator Kirsten Gillibrand: Update On Legislation Regarding Traumatic Brain Injuries  

Democrat U.S. Senator Kirsten Gillibrand, chair of the Senate Armed Services Subcommittee on Emerging Threats, held a press conference last week, announcing that major provisions of her legislation to protect service members from traumatic brain injuries are included in this year’s National Defense Authorization Act.  It passed the Senate last week.  Gillibrand says, one of the big causes of TBI for soldiers, is being around the sounds coming from mortars, artillery and machine guns.  "We might consider how often to train on them (those weapons)," Gillibrand said.  "We might consider how much training on any given day we do on them, we might consider if there is a way to train on them without the impact (of TBI).  We just need to know what we're dealing with and how much usage creates these injuries," Gillibrand explained.

Turnpike Accident In Bath Friday Morning

From The Bath Fire Dept:   Just after 9am Friday morning, the Bath Volunteer Fire Department was dispatched for a truck roll over with diesel fuel leaking. on the Turnpike Road in the town of Bath.

Bath units arrived on scene to find a tractor trailer flatbed fully loaded with bales of hay on its side completly blocking the road on the hill between the Steuben County Landfill and County Route 15. The road was covered in ice and when the truck was climbing the hill it started sliding and then overturned.

Fleetpride was requested to the scene and had to request the Steuben County Highway DOT to sand the hill so they could get access to the truck. The driver was not injured in the accident.

Bath units were back in service at 10:23am.

 

Allard: Crews Are Going From One Accident - To Another

FROM STEUBEN COUNTY SHERIFF JIM ALLARD: "The snow is quite light, and the temperature is still in the 20 degrees range.  This makes for icey roadways, especially in elevated areas.  We are experiencing a lot of slide offs, and mulit-vehicle crashes, and vehicles into trees.  I would just caution everybody, to slow down.  Remember that just reducing your speed by 10 miles an hour is only going to cost you a few minutes in travel time, but may save your life."

FROM STEUBEN COUNTY EMERGENCY SERVICES:  A clipper system will bring 3"-5" of snow throughout our region during the day today.  Currently, all highway crews are out and working, but road conditions are snow-covered, wet, and slippery.  Several Accidents have been reported to 911 this morning.  Slow Down and Move Over for Emergency Vehicles.  Watch for slow-moving plow trucks and give them room.  If you don't have to travel, stay home.  Delay travel plans until the snow stops.  If you must travel, please slow down and use caution.  Call Ahead, make sure your place of destination is still open.

Two Former Members Of Hornell PD, Have Passed Away

Two former Hornell Police Officers died this past week. Former Sgt Howard Plank and former Officer Paul Cappluzi.   Cappaluzi was with Hornell Police for seven years, beginning in the late 1980’s, and Plank was with the department for 23 years, starting in 1964.  Calling hours for Howard Plank are going on from 11am-2pm today, and then again from 4pm-7pm today, at the Bishop Johnson and DeSanto Funeral home in Hornell.  Howard Plank’s funeral, is tomorrow at 1pm at the Hillside Baptist Church, County Route 66, Hornell. 

Funeral arrangements will be announced next week for Paul Cappluzzi.    
 

Palmesano: Why Is The PSC Holding Back On Numbers?

Corning Republican Assemblyman Phil Palmesano says the Public Service Commission won’t let New York State residents know, how much the Climate Change plans for the state, are going to cost.  The Public Service Commission said they want to get more data together before they release the numbers on the cost.

 

Sheriff's Dept Comes In 2nd Place In Tree Contest

The Steuben County Sheriff’s Department says, they won second place in the best Christmas Tree contest, from the Central Steuben Chamber of Commerce.

Three Bath Residents Charged, For Alleged Break-In

Several Accidents Yesterday In Steuben County

Steuben County Sheriff Jim Allard tells our news department that some vehicles slid off the roads in the late afternoon on Wednesday.   The sheriff says those accidents happened on secondary roads and higher elevations. 

 

Schoonover Tried To Get The Case Against Him Dismissed

Bath resident Larry Schoonover was in Steuben County Court yesterday.  Steuben County D.A. Brooks Baker says, Schoonover's attorney, tried to get the case against Schoonover, dismissed.  However, Baker also says, the judge did not agree and sentencing will go forward in January.     

 

Two Judges Will Be Sworn In Tommorrow In Bath

Newly elected Steuben County family court Judge Matthew McCarthy and newly elected Surrogate Court Judge Christopher Tunney, will be sworn in on Friday, at 3:00pm in the county courthouse. 

 

Bath BOE Visits The Three Schools, And Gives Awards

From Bath School Superintendent Kelly Houck: 

"As part of the December Board of Education Meeting day, the Board of Education visited all three schools, witnessing the incredible work happening across our district. We also held a board meeting in the Haverling Auditorium, where we honored our Students of the Month, celebrated new sports teams, such as Drone Soccer and UNified Bowling and recognized several other student achievements. "

 

Lithium Ion Battery Legislation Is In Federal Budget

Steuben County Fire Investigator Don Lewis and County Public Safety Director Tim Marshall both say, most of the lithium ion battery fires in Steuben County, are usually when power tools catch on fire.   Back in mid-May, Steuben County’s two congressional representatives, Republicans Nick Langworthy and Claudia Tenney, were yes votes, on House Resolution 1797, Setting Consumer Standards for Lithium Ion Batteries.  Then, in late July, Democrat US Senator Kirsten Gillibrand got Senate Bill 1008 introduced.  The house version passed but the Senate’s did not. However.  Yesterday, US Senator Democrat Chuck Schumer, got Gillibrand’s senate bill, into the budget.  Schumer says, he’s doing this to stop fires and save lives.

Dana Lyons School/Apartments Update

Bath Mayor Michael Sweet says, the deal between the Save The Lyon Committee and Providence Housing closed yesterday.  Mayor Sweet says, construction will start up soon, at the Dana Lyon School.  In other Bath news, the mayor says he’ll find out if the village will win the New York Forward money, in early January.

 

Steuben County Giving More Exemptions To Veterans

Steuben County Legislative Chair Kelly Fitzpatrick says the county has upped the amount of exemptions allowed for veterans.  Fitzpatrick also says, if you’re a veteran and this applies to you, you should contact the county Real Property Office or your local assessor to find out what paperwork you need to get an exemption.

 

How LP Building Solutions Gives To Towns With LP Offices

LP Building Solutions says, for the fifth consecutive year, they’ve increased their annual giving, and that in the past year, LP has awarded over $1.3 million dollars to the towns where they’re located, including Bath.  LP officials say, Bath got over $10,000.

 

One Street In Arkport Was Flooded Recently, The Mayor There Thanks DPW From Preventing It From Getting Worse

Arkport Village Mayor George Prete and the village board are publicly thanking Arkport Department of Public Works Chief Joe Demick and his assistant Dustin Romanos.  That’s for going out in the freezing cold recently and standing in the cold water, fixing a broken water line.  When the water line broke, all of West Avenue and Davenport Street were closed off, and the water, they say, ran down West Avenue. 

 

Tenney And Langworthy Are Both In The DOGE Caucus

As you know, because of the new district maps, there are two members of the House, representing Steuben County.  Congressman Nick Langworthy and Congresswoman Claudia Tenney.  Both are big Trump supporters.  Both are very much into the DOGE movement (Trump's new Department Of Government Efficiency).  Tenney and Langworthy are both also members of the new House DOGE Caucus.  That caucus held their first meeting yesterday.  Related to this, Congresswoman Tenney and Senator Marsha Blackburn, introduced the Senate and House DOGE Acts.  There are five big bills in the DOGE Acts.   Relocating the offices of unelected bureacrats so that they work outside of Washington DC.  There would be a one year freeze on federal civilian employee’s salaries.  That would apply to federal employees unless they work in law enforcement, public safety, national security and public health.   There would be performance based pay structures.   No more staying home like they did in the pandemic.  Also, spending cuts are expected to be made against many offices and agencies.

A Bad Fire In The Town of Pulteney

Steuben County Public Safety Director Tim Marshall tells WVIN News, that the Pulteney Fire Department was called to the scene of a structure fire Sunday morning around 8:00 a.m. The home located on Mill Street was well involved upon units arrival.  Mutual aid was provided by Prattsburgh, Hammondsport, Branchport, Bath and Wayne.  No injuries were reported and the home was a total loss. The fire is under investigation by Steuben County Fire Investigation Team.

 

Students And Staff Are Back Today At JT Elementary

There are classes today at the Jasper Troupsburg Elementary School.  The school district officials there say that the Troupsburg Town officials say, the Jasper Troupsburg Elementary School can reopen today, because the water has been tested, and it’s fine.  

 

Rosell To Replace Prossick As New County Attorney

Hornell City Hall Attorney Tim Rosell has been appointed to take over for Jennifer Prossick, as the new county attorney for Steuben County Government.  Jennifer Prossick resigned in early August. 

 

Borrello: Too Many New Yorkers Are On Medicaid

GOP State Senator George Borrello says a new report is out, that says 44 percent of New York State residents and 60 percent of New York City residents are on Medicaid.  Borrello also says, the report also says, three million state residents who should not be, are on Medicaid.  "Medicaid used to be a safety net for people who could use a helping hand,": said Borrello.  "Now, it’s being treated like a free-for-all, with taxpayers footing the bill.  We should all be outraged. "

 

Sen Gillibrand: We Need To Renew ACA Tax Credits

U.S. Senator Kirsten Gillibrand held a video press conference to urge Congress to pass the Health Care Affordability Act by the end of this year. This legislation would permanently extend the enhanced premium tax credits (PTC) offered in individual marketplaces under the Affordable Care Act (ACA), helping keep health care costs lowered for all Americans. Without an extension, these enhanced subsidies will expire at the end of 2025, causing an estimated 4 million Americans to lose their insurance over the next several years.  ?“No one should have to forgo treatment because they can’t afford health insurance,” said Senator Gillibrand. “Allowing these tax credits to expire would create a financial burden that many New Yorkers cannot afford, jeopardizing public health and forcing hard-working families to choose between potentially life-saving care and putting food on the table. I am determined to get this bill passed by the end of this year so we can keep health care costs lowered for all Americans.”

Water Supply Issues At Jasper Troupsburg Central School

Jasper Troupsburg Central school officials announced yesterday, that they were having water supply issues Sunday in the JT elementary School.  As a result, the Jasper Troupsburg Elementary School is closed today.  However the high school is open. No students or staff should report to the elementary school but students and staff should be at the JT High School today.

The Southern Tier Regional Director from State Comptroller Tom Dinapoli’s Office was slated to attend the 9am Steuben County meeting this morning.  Also, the new Steuben County attorney was scheduled be appointed on Monday morning, at the 9:30am county legislative meeting.

Top Dems Tell Washington - Step Up And Stop The Drones

After much pressure from Senators Gillibrand and Schumer and Governor Kathy Hochul, the Biden Administration is sending a drone detection system to New York State.  The governor is thanking the president for coming through on this, as New York State skies have had issues with drones around airports in both Orange County and the New York City area.  Hochul  had put out a statement saying “This has gone too far,” on Saturday pressuring Washington to do something after an airport runway was shut down Friday night, because of illegal drone activity.  At the same time Hochul was asking the Biden Administration to step in, Senator Schumer was making the same request.

 

Langworthy Vs NYS Dems - On Fracking?  Quite Possibly

Republican Congressman Nick Langworthy has been named to the House Committee on Energy and Commerce.  Hinting at the possibility of pro fracking legislation, Langworthy said, there is a lot of Marcellus Shale in this congressional district.

Bath Man Is Charged With First Degree Rape

FROM THE SHERIFF'S DEPT:  Steuben County Sheriff Jim Allard reports that on December 11, 2024, deputies and investigators of the Steuben County Sheriff’s Office arrested Dale L. Scofield, age 47, of State Route 415, Bath, New York, following an investigation of a reported rape in the Town of Bath. It is alleged that Mr. Scofield held another person against their will and forcibly raped them. Mr. Scofield was charged with Rape in the First Degree, a class B Felony and Unlawful Imprisonment in the First Degree, a class E Felony. Mr. Scofield was arraigned in the Centralized Arraignment Court and held in lieu of $50,000 bail.

Sheriff Allard thanks the Village of Bath Police Department for their assistance in this arrest.

 

WHEC: Deputy Was Killed, His Own Son, Is The Suspect

WHEC TV reports that 30 year old Richard Fluegel, is accused of killing his own father, and bringing his father’s body to the Livinsgton County sheriff’s department.  His father was a deputy who worked there.  The 30 year old son is facing charges of murder and criminal use of a firearm.

Dana Lyons School/Apartments Update

Bath Village Mayor Mike Sweet says he expects construction to start as soon as either today or tomorrow, on the Dana Lyon Apartments Project in Bath.  "This housing is intended for the working class people," Sweet said on WVIN's Community Focus.  "People who are in entry-level positions who can't afford outrageous rent, and don't want to live in sub-par housing. So that's what this housing is for."

Woman Sentenced To 17 Years In Steuben County Court

In June 2020, a 100 year old Corning man, World War II veteran Gerald Early, was beaten to death with a hammer.  Steuben County District Attorney Brooks Baker says the suspect, 55 year old Brenda Lee McKay, pleaded guilty in October to Manslaughter in the First Degree.  She was sentenced yesterday by Judge Watches, to17 years in prison.

No More Fee, To Take The Civil Service Exam In Steuben Co

The Steuben County Legislature has waived the fee, for taking the civil service exam.  Nathan Alderman from the county’s personnel office says, there are about five to six hundred people a year, who take the civil service exam in Steuben County.   "The Steuben County Legislature has approved a measure to waive the $15.00 Civil Service exam fees for 2025," said Steuben County Spokesperson Ed VanStine. Election Commissioners To Be Reappointed By The County

Steuben County Election Commissioners, Vicky Olin and Kelly Haruski are in the process of going through the steps of being reappointed to their positions.  Olin is the Republican Commissioner, Haruski is the Democrat.  This move was approved by the county administration committee and still has to be okayed by the full Steuben County Legislature.

 

How Local Residents Voted, By Municipality,  On Nov. 5

The numbers are out, on how many people voted, by town, for the presidential candidates.  In Bath, Trump pulled in 3,405 votes.  Kamala Harris got 1,508 votes in Bath. 

In Avoca, it was Kamala Harris 213 votes, Donald Trump, 775 votes in Avoca.  In Campbell, Kamala Harris, 442 votes, and Donald Trump got 1,158 votes in Campbell. And in Corning, it was Harris, 2,884 voters, Trump, 1,525 votes. 

 

Water And Sewer District Talks, In The Hornell Area

Here is an update on the Belle Haven water situation.  Belle Haven is a small hamlet between Hornellsville and Canisteo.  Belle Haven has a few dozen people living there.  They currently get their water from the Village of Canisteo.  There are talks going on to either (A) have Hornellsville annex Belle Haven or (B) to set up a water district for Belle Haven, a water district involving Hornellsville and the Village of Canisteo.  The Canisteo Town Board does not seem interested in getting into that water district.   Also, there have been separate talks going on, between Hornell and the Hornellsville Town Board to get a sewer district going, bteween Hornell, North Hornell and other parts of Hornellsville.  That’s in the early planning phase, and plans are not definite for a sewer district yet.

 County Legislature Waives Civil Service Exam Fees for 2025

The Steuben County Legislature has approved a measure to waive the $15.00 Civil Service exam fees for 2025. This decision, presented by Nate Alderman, Director of Personnel, was passed during a recent legislative meeting. The waiver is part of the county's ongoing efforts to streamline and encourage participation in the civil service hiring process, aligning with practices seen across New York State.

As part of the regular procedures in many counties, Civil Service exam fees are traditionally charged to help cover the costs of administering the exams. However, Steuben County's decision to waive this fee for the 2025 cycle aims to reduce barriers for potential candidates seeking government positions, ensuring greater accessibility and fairness for all applicants.

“This move to waive the Civil Service exam fees is an important step toward making county employment more accessible to the public," said Nate Alderman. "By removing this cost, we hope to encourage a more diverse range of individuals to apply for positions in local government."

The $15.00 fee, which is a standard practice across the state, will not be required for the upcoming exams. The fee waiver is expected to benefit numerous prospective candidates by reducing the financial burden associated with applying for civil service positions.

 

Inflation Refund Checks For New Yorkers?  Maybe...

Democrat Governor Kathy Hochul is proposing the possibility  of an inflation refund check for New York State residents.  The exact amount, is not out yet, but this is an idea the governor is considering.

The Hammondsport Central School is having their capital project vote, this coming Thursday. Voting hours on Thursday will be from Noon until 8:00pm.

 

Brooks Baker: The State Is Overfunding Defense Attorneys

According to Steuben County District Attorney Brooks Baker, New York State government, is unfairly taking sides in funding half of the legal world against the other side.  The D.A. says, the state is on the one hand, giving a lot of funding to defense attorneys, and less to prosecutors in D.A.’s offices.  Baker says the end result is, the Steuben County Public Defenders Office has one and a half times the size of the D.A.’s office staff and the D.A. says, the District Attorneys Office has a larger case load.   Our news department also reached out to Shawn Sauro, the chief public defender for Steuben County.  As soon as we get Attorney Sauro’s response, we will publish it.

Former Campbell Savona Superintendent Has Died

Campbell Savona Central School officials say, former school superintendent Stephen Morley has died.  Officials say that Stephen Morley was a long-time superintendent of Campbell, who handled  the merger between the Campbell and Savona schools.   "Morley was a passionate advocate for our school and community. His love of the arts is shown in the dedication of the Stephen Morley Auditorium in the Jr/Sr High School. He will be greatly missed and live fondly in our hearts and memories."

 

Troopers: Alleged Domestic Dispute In Addison 

FROM NYSP:  On November 19, 2024, at approximately 8:38 a.m., the New York State Police responded to a report of a domestic incident involving a firearm at Derby Hill Road, Addison, NY. The call was by a third party about a dispute inside the residence, reportedly in the presence of a two-month-old child.

Upon arrival, Troopers located the victim, a 25-year-old female, sitting in a vehicle outside the residence, visibly distressed. Troopers approached the residence and observed Nathaniel Brown, age 29, inside.

Further investigation revealed that Brown was inside the residence armed with a loaded shotgun. He also refused to allow the victim to retrieve her two-month-old child from the home. Patrols ensured the safety of all individuals on the scene, including relocating the victim and other civilians off the property.

Brown exited the residence holding the shotgun. He initially failed to show both hands when directed but complied after repeated commands, eventually dropping the firearm. Brown was detained without incident, and Troopers secured the shotgun, which was loaded with a round in the chamber.

After obtaining consent to enter the residence, Troopers checked on the welfare of the two-month-old child, who was found unharmed.

During the investigation, Brown became increasingly agitated, demanded law enforcement leave his property, and resisted being taken into custody. Brown was eventually taken into custody and transported to SP Painted Post for processing.

Brown was charged with Menacing a Police Officer (D Felony), Criminal Possession of a Weapon 4th (A Misdemeanor), Resisting Arrest (A Misdemeanor), and Endangering the Welfare of a Child (A Misdemeanor). Brown was transported to Steuben County Jail for CAP Arraignment.

Alstom Kanona New Battery Technology Update

On that new train battery technology which is being made at the Alstom Kanona facility, Steuben County Industrial Development Agency Director Jamie Johnson says, this new technology has been worked on in Europe and will reduce emissions from freight engines, in comparison with the diesel locomotives.   "This new technology which they've worked on in Europe, was done to work on reducing emissions from freight engines," Johnson tells WVIN News.  "Right now, most freight engines in the United States are from the 1970's and they are all desiel locomotives," Johnson said.  "We were very excitedf at the beginning of the year to get the award from the federal Rail Administration to support Alstom's efforts in Kanona, to develop the next generation of freight engines," Johnson jexplained.  

 

Schumer To Extend Funds For Dairy Margin Coverage

Empire Report New York and WKTV report, that US Senator Chuck Schumer is going to extend funding for the Dairy Margin Coverage Program, so that dairy farmers can keep getting monthly payments from the federal government.  Schumer was quoted as saying, dairy farmers should have the support and safety net, they need.  Click here for full story.

Bath Village Police Announce Two Arrests Today

Brooks Baker:  Jury Duty Summons Is Nothing To Ignore

Steuben County District Attorney Brooks Baker says, people skipping out on jury duty, used to be an occasional, minor issue in county court.  However, the D.A. says, that has all changed since Covid.  According to Brooks Baker, since March of 2020, a larger number of people who have gotten a summons for jury duty, have been pulling no-shows.  The D.A. notes in that recent county court case, over half of those who were given jury summons did not come in.   "Unlike the old days when we just presumed that everybody was being a good citizen and there was some unique circumstance, making it impossible to show up, the judges now, are going to make people show up," Baker tells WVIN News.  "If you don't show up, you might get a knock on the door, at home or at work, from a deputy saying, "Hey, it's time to go, get in the back of the car, we're heading to the Steuben County Courthouse to do your civic duty," Baker said.  

 

More Wind Projects Are On The Way 

Expect to see more wind projects in Steuben County.  Steuben County Industrial Development Agency Director Jamie Johnson says, there’s one project that’ll be on the hills, from Canisteo to Jasper.  "That  will go from Canisteo to the Jasper and Woodhull areas," Johnson explained.  "There are five municipalities which will be encompassed, and the wind project will cover four or five taxing entities and school districts as well."   Also, Phase II of the Baron WInds Project will mean, more wind turbines for Fremont.  Phase I of the Baron Winds Project  is in Fremont, Dansville, Wayland and Cohocton.  Johnson also says the work of clearing the trees, will begin in Fremont in early 2025, and is scheduled to be finished by the summer of 2026.

 

Hostage Updates From Senators Schumer/Gillibrand

US Senator Chuck Schumer says he met again yesterday with Anna Corbett of Dansville, the wife of hostage Ryan Corbett.  An aide to Senator Schumer says, the senator has met four times with Anna Corbett in recent months, and that  staffers who have spoken with Anna numerous times too.  Ryan Corbett has been held in Afghanistan since August 2023.  Schumer says, they spoke of the continuing fight to bring her husband home to America.  Also, on the topic of hostages, Senator Kirsten Gillibrand, who has been in contact with the Corbett family as well, Gillibrand says the October 7th Israeli and American hostages being held by Hamas are a priority for both Biden and Trump.

Numerous Fire Depts Respond To Hornellsville House Fire

Last night in the 7:00 hour just outside of the Hornell City Limits, there was a two story house fire.  That was at 6239 North Main Street Extension in the town of Hornellsville.   The North Hornell volunteer Fire Department was in charge at the scene.  Firefighters from Fremont, Arkport, South Hornell, Canisteo and Almond responded.  An Ambulance from Hornell was called out as well.   The house was fully involved when firefighters arrived, and no injuries were reported.

Gillibrand: The Older Americans Act 2024

S. Senator Kirsten Gillibrand held a video press conference to call for $1.842 billion in funding for the Older Americans Act (OAA) Title III-C Nutrition Program, which provides affordable meals to older adults. The funding will help deliver 251 million nutritious meals to 2.2 million older adults facing hunger nationwide, helping meet increasing demand for nutrition programs amid high grocery prices. Senator Gillibrand sent a bicameral letter calling on congressional leadership and appropriators to deliver this funding as part of the FY25 government funding package.  “Low-cost meal deliveries are a lifeline for older Americans, especially as food prices remain high,” said Senator Gillibrand. “Nutrition programs help seniors on fixed incomes access nutritious food they might not otherwise be able to afford; ensure that disabled seniors don’t go hungry because they cannot get to the grocery store; and provide homebound seniors with much-needed social interaction. That’s why I’m calling for $1.842 billion to fund these programs, which allow our seniors to stay healthy and age with dignity in their own homes.”   Senior nutrition programs help organizations like Meals on Wheels deliver nutritious food directly to seniors in need. They are associated with a variety of positive outcomes, including the reduction of hunger, food insecurity, malnutrition, social isolation, and health care costs.

 

The House Passed Langworthy's Computer Bill

 Yesterday, the House of Representatives unanimously passed Congressman Nick Langworthy’s bipartisan Source Code Harmonization and Reuse in Information Technology (SHARE IT) Act (H.R. 9566).  Langworthy says, this legislation will require federal agencies to share custom-developed source code, eliminating duplicative and costly government contracts to build software.  “Each year, the government spends approximately $6 billion on software development, a portion of which funds the creation of custom code for agency-specific programs,” said Congressman Langworthy on the House Floor. “Without a clear mandate for code-sharing, agencies are left operating in silos. This leads to costly duplication, as they pay contractors to recreate solutions that already exist elsewhere within the federal government.”

NYSUT Wants Kids Off Cell Phones In Schools 

New York State teachers union NYSUT says, they’ve met with and are calling on Governor Kathy Hochul, to ban cell phones and similar devices in schools, from the time that the bell rings in the morning, until the bell rings at the end of the school day. This request from the state teachers union, came from a September 20 NYSUT meeting where they talked about how over 80 percent of educators want this policy passed statewide.

 

Governor Kathy Hochul: Two Wind Projects In Steuben Co

The governor says contracts have been executed for 23 alternative energy projects and that includes the Barron Winds Project, which will be in Cohocton, Fremont and Wayland.  The governor also says contracts have been executed for the Invenergy project in Canisteo.    "The payments under the contracted projects will only begin once projects are constructed and begin delivering renewable energy to New York after obtaining all required permits and approvals. Several projects have already commenced construction activities, and all projects are expected to be operational by 2028," said Gov. Hochui.  "The State will continue to emphasize and enhance engagements with the projects’ host communities.  "NYSERDA offers resources and no-cost technical assistance to help local governments understand how to manage responsible clean energy development in their communities, including step-by-step instructions and tools to guide the implementation of clean energy, permitting processes, property taxes, siting, zoning, and more.  For details on the contracted projects, visit the NYSERDA website.

 

Corning Inc's Mobile Dentist Vehicle

Corning Incorporated, along with Rochester-based Mosaic Health and Chemung County, officially launched a new mobile dental unit at a ribbon-cutting yesterday at the Corning Inc, Big Flats facility.  This unit will take care of patients at Steele Memorial Library, in Elmira.  Click here for more info.

Wreaths Across America Comes To Bath - WVIN's Video 

The Wreaths Across America vehicle came into Bath yesterday. There was quite the escort of vehicles in the procession, bringing in the wreaths.  You can see the video of the procession on the WVIN facebook page.  The wreaths will be placed on December 14, at the Bath National Cemetery.

 

The Erwin Transfer Station Is Now Faster Than Before

Steuben County Public Works Commissioner Eric Rose says things are moving more quickly for people, when they bring garbage in to the Erwin Transfer Station.  Rose says, that’s because of new equipment there.  The Erwin Transfer Station is open Tuesdays through Saturdays, 7:30am till 3:30pm, and closed Sundays and Mondays.  County officials are also talking about the county getting reimbursed by FEMA.  That’s because the county had to pay for replacing the numerous, missing, guardrails, swept away during the August flooding in Canisteo,, Greenwood, Jasper, Troupsburg, Cameron and Woodhull during Tropical Storm Deby.   However, guardrails were not the only thing swept away in August in Steuben County. In Canisteo, a mobile home went into the Canisteo river, in greenwood a large part of Norton Hollow Road went into the Canisteo river too, farm equipment in Jasper floated off of farm land and ended up far away from where it was parked, and hundreds of people were evacuated from Jasper and Woodhull.  Fortunately, there were no fatalities.

Stop by and donate to help make Christmas special for children in our area!  Signups for toy recipients will be Saturday December 7th & December 14th (9am-noon) at O'Malley Hall in Saint Mary's Church (30 East Morris Street, Bath).  All toys will be distributed by the Bath Knights of Columbus on December 21st at the Bath Fire Hall (50 East Morris Street, Bath).
Children, ages 1-10, from Avoca, Bath, Bradford, Campbell, Hammondsport, Prattsburgh and Savona will be eligible to sign up.

Rose: Plans Are In The Works For A New Bridge In Bath

Later this morning, Steuben County Public Works Commissioner Eric Rose will calling on county officials to line up a contract with an engineering firm called Fisher Associates, to design a new bridge for the County Route 15 Bath bridge.

Chimney Fire In Campbell Over The Weekend

The Campbell Fire Department reports that there was a chimney fire Saturday night in the 9:00 hour in the town of Campbell.  They responded along with Savona and Coopers Plains fire fighters.  The residence was said to have suffered minimal damage and no injuries were reported.    Also, the Campbell fire department says, they are going to be voting on their fire commissioners on December 10.

 

Upcoming Toys For Tots Donation Event In Erwin

Steuben County Sheriff Jim Allard reports that on Saturday, December 7, 2024, deputies will host the “Toys for Tots Fill the Patrol Car and Coats for Kids” event at the Erwin Walmart plaza.  From 10am to 12pm toys and children’s coats will be collected for Steuben County children.  The toys will be distributed to Steuben County children in need and the new or gently used coats are distributed to Steuben County school districts for children in need of cold weather clothing.  This event has grown over the past five years, and the generosity and charitable spirit at both events last year was overwhelming and indicative of the sense of community in our county.

“Toys for Tots” donation boxes will be posted in both the lobby of the Sheriff’s Office and the County Office Building in Bath, New York, for those that wish to donate but cannot attend the event.

Sheriff Allard wishes to thank all who participate, donate, visit, assist, fund and work to make these events a success which will benefit hundreds of Steuben County families during this holiday season.

 

Kidnapping Accusations Out Of Allegany County

Allegany County State Police report that there was a 36 year old male who was kidnapped two years ago, was allegedly kidnapped by the suspect he was scheduled to be testifying against in a trial in Cattaraugus County.  The suspect, 61 year old Frank Scarpa, along with 40 year old Michelle McCloskey, are charged for allegedly kidnapping the 36 year old and taking him to a residence in the Allegany County Town of Angelica.  Scarpa is also said to have allegedly pistol whipped the victim.  Troopers also say, the victim escaped on foot while being taken from one location to another, and that he called 9-1-1, using an Apple I Watch. 

 

Troopers Did Many Rescues On I-90 In The Last Few Days

The New York State Thruway had a lot of accidents between Thanksgiving and yesterday, on I-90, they helped 111 drivers who were stranded on the thruway and that there were 82 accidents in just one section of i-90.
